The idea that it was America 'keeping down' or 'mucking up' South America is a bit flawed, IMO. South America was having political problems long before the US ever was able to extend their influence fully there.
Some parts of the Caribbean and Central America, now, we might argue for heavier influence.
But regardless, there are problems in those countries going back to the wars of independence from Spain that have made things more difficult for the regions up to the 20th century at least. After that I think we could argue that US involvement has been a mixed bag.
