Different Filipino-American War.

In the late 1890s, the USA fought a proto-Iraq war and won it, by nearly the beginning of World War I. A WI here is that Auginaldo, the Filipino leader, is not captured in 1901, and continues to lead combat against US forces for longer, perhaps until 1910. How does that impact the struggle? Would US concentration camps and waterboarding have been done on a wider scale? And if the Filipino-American war is bloodier, how does that impact the situation by the time of World War II?
 
By 1900 the US populas was becoming tired of the War and only Mc Kinley's handleing of the Great Coal strike saved his administration,
If the Phillipino war had continued at full force till 1904, it is doubtfull Roosevelt would have been reelected.
Taft's reputation would also have been damaged, knocking him from both the Presidency and the Supreme Court.
