This is what Petain & his supporters expected to be negotiated during the Autumn and winter. They assumed the Armistice sign 22 June was a temporary agreement, to be replaced by the Spring of 1941 with a permanent peace treaty. When the German government did provide a answer about when negotiations would start, and the French realized this temporary armistice was indefinite, along with the occupation, looting, non return of PoW, more looting, and handing over the profitable colony of IndoChina to Japan; the first disillusionment occurred & resistance started to coalesce.
Interesting idea but it requires a Germany that is not run by Hitler and the Nazis.
Hitler discussed possible peace conditions for France, but largely in the abstract & in his usual way, difficult to follow and full of contradictions. It appears he was waiting for Britain to give up before he would make a permanent peace with France.
