After WWII, Congress clearly wanted to make Presidents only have two terms as a restriction. What if they found a different way to restrict their power. What is the probability of any of the following:
1. Presidents have their term length changed instead(imagine a President that has 3 year terms, and is sometimes elected when there is no Congressional election), although the Mexican system of 6 years without reelection is another example.
2. Congressional declaration of war is meaningful(regarding Korea for the time).
3. Make Appointments for cabinet members and for all federal judges including SC Justices, take 60 votes in the Senate by law(House is unchanged).
4. Pardons can be overturned by Congress with supermajorities(a McCarthy type figure doing something illegal might fit here for a precedent).
5. Something like the 25th Amendment, but early and removal is easier(FDR's health is obvious reason).
To simplify things, Truman(Or another Dem) has to be President, but the amendment does not have to pass in 1951. Also, the actual amendment did not apply to Truman(who did not run in 1952 even if he could)
