Development of Gran Colombia

A couple of questions about how Gran Colombia's economy could have developed.

  1. Gran Colombia had some rather impressive reserves of coal and iron ore. When would these be technologically exploitable? Would they be available in the mid XIXth Century, or is more advanced mining technology needed? Let's not worry about political stability, investment capital, and the like just yet.
  2. OTL, both Colombia and Venezuela are net food importers. Is this a matter of development and policy, or is it a matter of the land not being able to support the population? What population could a modern Gran Colombia support?
Forthe purposes of discussion, let's assume an unspecified post-1815 POD.
 
1. Probably by the mid-19th century, assuming they find it and discover the size and quality. At that point it's about getting the capital in place.

2. Land use plays a big part in that. Makes more sense to grow coffee and other cash crops and use other land for ranching.
