Denmark (and Norway) in an Axis victory scenario?

IOTL most Danish state institutions remained functioning under the Nazi occupation, with the government still intact and the King still in the country. But would that situation be maintained if the Nazis won the war? Would they just keep things as they are and turn Denmark into a protectorate or would they change they eventually decide to integrate Denmark like they intended to do with the Netherlands?

And the same question also applies to Norway - considering they're Nordic, would Nazi Germany eventually annex Norway or just upgrade the Quisling regime to the status of protectorate/puppet?
 
I suspect that this would depend on the circumstances of German victory. If, for example, the United Kingdom made peace with Germany in the year between Dunkirk and Barbarossa, the deal would probably include the withdrawal of German troops from Norway, Denmark, France, Belgium, the Netherlands, and Luxembourg. If, however, it occurred after a successful German invasion of the United Kingdom, the terms would have been less generous.

I'd disagree with the later part. Without the threat of an attack from the Atlantic end, than the military occupation of Norway and Denmark becomes superfluous: all it does is drain money, manpower, and produces ill will among a population that would otherwise be fairly easy to align. Danish and Norwegan protectorates/clients as part of the European NewWorld Order on at least a similar standing to the Balkan states seem more likely.
