Democrats pursue a "Rove"-style strategy?

Abdul, Ian, and others have mentioned that Karl Rove masterminded the Republicans' harsh, polarizing strategy of getting exactly 51% of the country to vote for them to win presidential elections, congressional elections, and put bills through Congress.

What if Karl Rove (or someone like him) had been a Democratic strategist in 2000 and 2004 for Gore, and the Republicans had not-Rove (say strategists similar to those fielded by the Democrats in OTL). How would the elections have turned out? What states would've been targeted by Democrat-Rove, what strategies would he have used, and how effective would it have been? Conversely, how would the Republicans have done using the election tactics used by the Democrats in 2000 and 2004?
 
Karl himself is hard to do; he was a Young Republican since the 70s and was involved in the Nixon campaign. You'd have to have him have a serious change of heart, or alternatively, be more willing to defect for money.... although since in the 2000s the Republicans had all the money, that would be hard... :p

Anywho, I mean a Rove-like figure/strategy, not Rove himself.
 
Make political capital of the Republican propensity for defecit spending and the Bush campaign team being all oilmen, a bunch of JR Ewing-schysters.

You don't consider the class warfare and race-baiting harsh? What about terrorizing seniors that they won't get their check?

What tactics do you imagine they could imiate that would be more harsh?
