A interesting philosophical question.Well personally I think that a civilization wich never had a mind would collapse but if you regard consciousness as a necessary part of a mind then asking whether a civilization could exist whose inhabitants are not sentient is an interesting question. Would you even be able to regard it as a civilization though?
