So he was a citizen at the time of the adoption of the Constitution

He arrived in the US in 1777, so his 14 years were accomplished by 1791.

True, he'd have had to live a few more years, realistically, but technically, he could have been elected if Washington only served a single term. OR he could have been Washington's VP for his second term and then Washington dies the first year....
