The POD is that the Great Depression is postponed for another decade or two. Why isn’t the point of the thread, it can be for any reason.

What would be the cultural changes if the Roaring 20s turned into the Roaring 30s?

I think inequality would probably get worst. Farmer continue to suffer without any government relief. Prohibition stays in place. I think both the party atmosphere of the rich and organized crime conflicts calms down eventual. I also think the GOP will stay in power. Hoover wins a 2nd term in 1932 followed by his VP Charles Curtis.
 
The Agricultural Marketing Act of 1929 created the Federal Farm Board to try to help out the farmers by buying their surplus crops to try and get prices to stabilize.
It did for a bit, till the program ran out out funds, right as the Depression got rolling.

The New Deal tackled the problem another way, by paying Farmers not to grow, and destroy existing surpluses to get prices to rise from shortages.
So in one area you were having farmers burn corn, other were sending livestock to the slaughterhouse as they didn't have the funds to buy feed. This program was paid by a tax of Ag producers who bought from the Farmers, and this act was later declared unconstitutional.

Both methods failed in their own way. The Dust Bowl took a lot of marginal land out of production, and Depression got other Farmers off in other ways. Ag exports declined from 1929 on till 1937, where they started to pick up again
