DCWi black Jason Todd

What if when he was introduced in comics, Jason Todd was African American? Otherwise he follows a similar story arc as the second Robin, the Robin who died and eventually his rebirth as the Red Hood.

How would this come about and how would it be received?
 
Given the near universal feeling of Batman fans at the time that Jason Todd was Poochie Scrappy, he would have been, uh, unloved. But given he was an African-American character, do you honestly think DC would have the balls to create a phone number where people could call in and have an Africa-American killed? I think not. Which means we would have had an unlikable "Totally Radical" and "Kewl" Robin dividing the fanbase and stringing along, until the writers would have shipped him off to ruin Teen Titans and Batman would have hung out more with Batgirl.
