DBWI: WI Hoover hadn't declared martial law?

What if MacArthur hadn't been able to convince Hoover to throw the Constitution in the mud? I know, I know, the capitalists wouldn't have stood for the People taking control of the Government, but what if it their reaction had happened at a later point?

Without the reaction, I think that you'd likely see a Worker's Party government lead by Foster that would be a bit more hampered than that of the OTL's UASR Foster government. Remember, while the Worker's Party did manage to take control of the House, there was still both the Senate and the Courts to go through in the long term.

My bet is that the WP probably gets about half of the legislation it got passed IOTL because of those factors. The press is going to be pretty openly hostile to the WP as well, which may lead them into more of a reformist direction than OTL, which might end up splitting the party and putting the GOP back into office as early as 1940.
