The Shah was a huge anti-Zionist and also opposed the wearing of scarves and vales by females. Assuming this is the same Shah, the Persian state would be a great power, very liberal and very anti-Israeli. It would probably be much like Lebanon, culture wise, assuming the Shah somehow manages to convince the majority of people in Iran to conform to his fast-paced and forced, and in many places unwelcome Westernization masked as "Liberalism."

The Shah was certainly not "a huge anti-Zionist." Iran and Israel were at least as allied as Turkey and Israel under the Shah.
