DBWI: What if the 1993 World Trade Center bombing failed?

The bombing of the twin towers on February 26, 1993 is the deadliest terrorist attack ever conducted on U.S. soil, and killed more than the bombing of Pearl Harbor by the Japanese. The bombing killed over 40,000 people, more than the number of Americans killed in the Korean War. The U.S. took steps to ensure that another terrorist attack this deadly never happened again. What might have happened if the van used had been placed in the wrong spot, ensuring that the towers don't collapse, but only a few people die, and the world trade center is evacuated?

Of course the failure of the attacks would lead them them to beef up security. I'm sure that the threat of Islamic terrorism will be much more known to the american people than before as the failed attack will still make headlines. The NATO invasions of the 90's would obviously never happen. Whether this prevents the assassination of Bill Clinton by Monica Lewinsky is unknown, especially seeing that her motives are largely unknown, as she committed suicide shortly after, and left few clues as to why she killed him.
