DBWI:What If Jean Paul Valley not continue as Batman?

As we all knowns,the 90s,DC Comics launched Batman:Knightfall,in the history Batman(Bruce Wayne)is paralysed by the evil man named Bane and Jean Paul Valley(Azrael) took the mantle of Batman.In the end of history,two Batmans(Bruce Wayne and Jean Paul Valley) confronts Bane,and the original Batman dies and the next Batman defeat Bane and remains Batman until today.It revealed in 2010 the original planes of Batman:Knightfall,including a violent Batman(Jean Paul Valley),the survival of Bruce Wayne and Bruce Wayne resuming the mantle of Batman.My question is:What if DC Comics followed the original planes for Batman:Knightfall?Would be the current DC Universe?.
 
OOC: Unlike The Metropolis Kid or Ben Reilly, D.C. never meant for Bruce to pass the baton to Jean-Paul indefinitely. Whereas The Kid and Reilly had roots in storylines from the Sixties (Superman Red) and Seventies (In Hiis Image) respectively, Azrael sprung up ex-nihilio specifically for Knightfall, which was meant to grant the audience the darkest Batman it could without "soiling" Bruce himself. And when it became obvious that this guy simply had no prior history with the Bat Family, D.C. could drop him like a hot potato and end this talk of either returning to the Forties in terms of characterization for Bruce, or anyone passing the baton to anyone else. And until Batman R.I.P., it worked like a charm.

Unless they introduced Valley and the latter-day Templars back before Crisis on Infinite Earths, or at least before the Doug Moench era, seriously making Valley the official permanent Post-Crisis Batman II would destroy all the Bat-book sales without exception. Jean-Paul Valley was just a cynical money grab by cynical editors and writers attempting to reflect cynical times.
