Okay first of all its not a "city state" in the same sense as a regular state; they just finally got voting representation in the House. There are still some die hards who are trying to get DC, PC, and the rest of the island territories representation in the Senate but that's gonna take another amendment, and it was hard enough getting 28th passed. That's not to say we don't actually have cities trying to secede and form "city-states", or in the case of Illinois trying to kick a city out of a state (that one is going onto the ballot for 2020).
