DBWI: Vietnam doesn't modernize?

As we all know, Vietnam is the main powerhouse of Asia as the Empire of Vietnam is one of the most powerful countries in the world and the 3rd largest economy in the world, but what if Vietnam didn't modernize in the 19th century? What PODs would have been needed to stop Vietnamese modernization? What would the world look like without the Empire of Vietnam modernizing?
 
Perhaps if China got it's together after the fall of the Qing instead of devolving into a giant warzone as per otl even just a short period of unrest would do China got all kinds of screwed after the third sino-Japanese war it was actually pretty unexpected that Vietnam rose into a power like it did.

Having France conquer Vietnam should do the trick here.

Also, though, Vietnam's powerhouse status comes at the cost of social harmony. Indeed, due to its wealth, there has been a lot of ethnic Chinese immigration--a lot of it illegal--to Vietnam. In turn, this resulted in greater social tensions, xenophobia, et cetera in Vietnam (while also allowing Vietnam's economy to grow even more due to its larger population, of course)!

Why France? What about the British? Also, why do you think was Vietnam able to modernize and what other countries could have pulled a "Tay Son" and why?

The Vietnam-Japan Alliance that would go on to liberate East and South East Asia from Western influences would have never come into being and the region's fate probably won't be as nearly as bright as it is IOTL.
 
Speaking of the viet-jap alliance with the passing of the previous japanese emporer vietnam and japan now shares the same monarch and of course talks about wether the two empires should merge has cropped up again.

Probably will ended up as a failure like all the rest, the cultural difference is too great and the monarch is merely a figurehead nowadays after all.
Though we have certainly gone a long way from butting heads over conflicting interests in the China quagmire
