If your church fits under the loose framework of whats allowed in PAN you can sign up this gives your members if they reside in the empire the right to vote, own property, own fire arms, serve in the military, your home cant be searched with out a warrant and troops cant be quartered in your home with out your consent, you have a right to a trial cant be put on trial for the same offense twice, right to a trial by jury and are protected from excessive bail and cruel and unusual punishment.
The Hapsburgs have a similar set up with the CL or the catholic league which has the catholic church, and the Russians have the Treaty of Moscow.
As for Jews
After Pan was signed jewish groups pointed out that technically as per the by laws the Jewish faith was covered by the PAN agreements rather then potentially spend another 20 years fighting over it we just let them sign up. Jews have the same rights as any one else covered by PAN
In Russia Jews have legal protections, can serve in the military and have the right to own property but their not allowed to vote in the duma. Things have improved since the dark days of the 1800s.
In Hapsburg Europe Jews have to live in designated Ghettos and have to get a getto pass to leave them their second class citazins. How bad is it? We treat Catholics better then they treat Jews..... and our record on that is pretty horrible.
