DBWI the old Planter Class allowed to regain power in the former confederacy

I read an article that said that former Governor Johnson wanted the rebel leaders easily pardoned. I also read a claim that Lincoln thought of having him rather than Butler as the Democrat on the National Union ticket

Is it really imaginable that the old Planter class would have been allowed to gradually retake power and treat former slaves as virtual slaves.

Some have suggested that the Confederate cause would be seen as in some ways Romantic. Could people really believe the combination of racism, slavery and treason could be seen in any positive light.

Would there have been such huge pressure of Germany after the revelations by the American Consul in South West Africa? Or was that mainly caused by the pressure the dying Victoria put on her government.

Would the US have been allowed to take over the Belgium Congo following the revelation of the outrages?

I heard a claim that African Americans could be denied rights in the South into the 1960s and economically disadvantaged even now.

Is that possible?
 
Assuming the planters can get back into power, I can see them doing everything in thier power to keep black people down. I would doubt any presidential administration would long put up with it though, or even if congress would put up with Johnson if he tried it. However, if you can get congress and the presidents to turn a blind eye, you might be able to keep african Americans "opressed" into the 1910's, but there is just to many of them to keep opressed much longer than that.

As for the Confederate cause becoming thought of as romantic, I doubt it. What was it Roosevelt called them, a bunch of men who would dissolve their nation so they didn't have to get their hands dirty? What ever it was, treason of that kind by those people can't be made to look good.
