DBWI: The British did not conquer Louisiana from the Spanish during the French Revolutionary Wars?

As the title described,what would happen? Would the Second Anglo-American War still erupt?IOTL,the Americans feel threatened by the British seizure of Louisiana and began gearing for war. Also,without the British controlling Louisiana,how would Louisiana have developed?
 
Well, in that case Spain probably wouldent have signed the renewal of the Franco-American Friendship Treaty, forming alongside Batavia the Qudruple Enente"that rekindled their Revolutionary War alliance. That really turned the New World Front into a massive resource sink, with the Imperial Spainish forces playing merry he'll against the British on land and fielding huge fleets of "privateers" from their now-stranded local gold and silver to destroy British commerce in the Western Hemisphere. It was impossible to play whack a mole with that diffused a strategy and win.

Ifcourse, the US would benefit most as it would avoid being Britain's propaganda punching bag by avoiding the Anglp-American War. Whenever London needed to bolster public opinion following one of their European setbacks (The fleeing of the Portugese court or the bungled Daedenelles Ultimatum, for example) of wax always good PR to match on another state capital.
