I always thought it was interesting that the disputed states were juuuuuuust enough to tip the election. Without the Oregon faithless elector, Hayes wins and (as part of the proposed deal) sells out on Reconstruction. Conditions for black Southerners would have become even worse than OTL. There were attempts throughout the 1880s and early 1890s to impose racial segregation. Fortunately business interests (which didn't want the regulatory costs) opposed the measures and held the Jim Crow laws at bay, and the Bourbon Democrats were finally beaten for good in 1896.
