The Morgenthau-Plan was considered but was in the end dismissed, the british in the famous words of their then prime minister did not want to be chained to a corpse, the french dispite their war time experience also dismissed it as a bad idea, the american's who took the idea seriously also decided that it was a bad idea and it was decided that west germany would be rebuilt. The soviets though wanted vengence. There had been talk of making their part of germany east germany into a model communist state. Those plans fell through after an attempted assasination attempt on a russian general. After that it was decided that in east germany the Russians would enact their own Morgenthau plan conquences be damned.
This program would remain in place until the fall of the berlin wall during 89, but what if the soviets had allowed the germans to continue having industry in their zone, if they had been less brutal less vicious how would that have changed germany, and the world?
