Since 1991, Russia has had regular elections, and once had a party transfer in the early 2000's. Few would say it is, or ever will, be fully democratic, but Yeltsin's death in 1993 from a heart attack did contribute to the current status quo. Hardly anyone would call it a dictatorship though, as there is some freedom of the press and there is a diversity of opinions, even if slanted well to the right except for the New Russian Communist Party{which has some socially liberal, by Russian standards, ideas}. The challenge is: could Russia be a dictatorship in 2017???
