I suppose he was motivated by Kennedy's support for Israel, as seen during the 1973 War, when he openly supported Israel against Egypt and Syria.

There was a couple indication. I read a bit more into this. Apparent, Sirhan saw that Kennedy had pledged to give bombers to Israel, (which he did eventually approve), and he had also seen a documentary of him visiting Israel.
