DBWI: Pittsburgh Doesn't Trade Up with Chicago

We know that the Steelers traded up with the Bears to get the #14 pick in exchange for the #14, #59, and #200 selections in the NFL draft.

The Bears 2003 draft class included:
QB Rex Grossman (#23 overall)
CB Charles Tillman (#27 overall)
WR Anquan Bolden (#35 overall)
LB Lance Briggs (#59 overall)
TE Jason Witten (#68 overall)

Four perennial Pro Bowl players, and Rex Grossman. The Steelers made the deal with Chicago because the Kansas City Chiefs were insisting on Pittsburgh adding a first-round pick from 2004 or 2005.

Suppose Kansas City had not been greedy. Would the Bears have been able to draft the players who anchored a mini-dynasty (five NFC Championships, two Super Bowl titles)?
