DBWI: Philadelphia MOVE bombing less severe

In 1985 the city of Philadelphia tried to arrest and evict members of the black liberation group MOVE from their west Philadelphia headquarters. After helicopter dropped bombs were used to try to force them out the resulting fire was let burn by police. Due to police interference with the fire department and rising winds over 300 buildings burned and 32 people were killed before the fire was brought under control.

My question is, what happens afterward if the disaster was much smaller or if MOVE try to surrender? The whole thing was a political nightmare far beyond the city that raised a lot of hard questions for American society and do we still see the same responses from Mayor Goode and commissioner Sambor?
