DBWI: No State of Sheba

The State of Sheba was established in the French Somaliland colony following the discovery of the Madagascar Plan.

The Madagascar Plan, as we know, was a scheme between Maurras's France and Dmowski's Poland to relocate all the Jews of Poland and France (and Algeria, Tunisia, Morocco, Syria, and Lebanon) to Madagascar. Upon discovery, the Tripartite Bloc of Wels' Germany, Chamberlain's Britain, and Balbo's Italy captured the island and the important way-station colony of French Somaliland. Not wanting to absorb these Jews themselves and not wanting to bring them to Mandatory Palestine, it was decided that a Jewish State would be established in sparsely-populated Djibouti. Italy and Britain supported this endeavor with the cession of the Assab region of Eritrea and Zeila region of British Somaliland. The Abyssinian Emperor would cede territory to the State as well in exchange for dedicated port and rail access.

What if the State of Sheba hadn't been established? Might the Jewish Autonomy of today's Hashemite Palestine potentially have ended up as an independent nation? Without the Palestinian Jews (as well as Circassians, Druze, and loyal Bedouin) I'm not sure the Hashemites would have been able to stay in charge of their country.

What would have happened to most Yemenite and Beta Israel Jews if they hadn't had Sheba to go to?
 
The Europeans missed their chance during the 19th Century unlimited immigration era to the US. They could have packed them all off to New York. Their loss our gain.
