DBWI: No Military Coup In USSR In 1975

What if there where no military coup in 1975 in USSR? I know some object to the term military and coup, we have discussed that a lot but I can't think of a better term. I know some argue that the communist party didn't really lose power, and the military returned to another party fraction in a matter of weeks.

And please leave out the conspiracy theories. There was a good reason that US forces wasn't at the high alert one would expect.
 
With the rise of Lin Biao as Chairman of the Chinese Communist Party (CCP) in 1971, the Soviets were engaged in a de facto war against the People's Republic of China in Zimbabwe, Vietnam, Laos, and Cambodia. The Sino-Soviet border conflict which had been in place since 1973, only served to create the "slow-bleed" which alienated members of Brezhnev's clique from members of the Soviet Red Guard... including members of the members of conspiracy.

Well, if the USSR maintains civilian government it will likely undergo a gradual process of reform and loosen its grip on Eastern European countries. Very likely it would still be with us today, in some radically changed form.

The problem is that if we don't understand what took place, we have seen how easily a discussion thread can end in some ASB piece. Also we have to remember that while an absence of Soviet military force in the domestic sphere might have certainly been apparent, Southeast Asia and Sub-Saharan Africa became the site of proxy wars.

The only way I can see the coup not happening under the circumstances, is either something drastic happens in the People's Republic of China (e.g. Mao Tse-tung isn't killed in a helicopter crash in 1970), or the Soviets must be successful in their crackdowns on "rogue state leaders" such as Tito in 1968 or Ceaucescu in 1971....
