Well, we wouldn't have the ugly Soviet pogroms against the Germans in the Soviet occupation zone--aka. German Democratic Republic. Because the Soviets were carting away any German industrial capacity in the Soviet zone to the Soviet Union, the Werewolf groups were very active there. As a result, the NKVD engaged in a massive pogrom against the Germans, killing a lot of people, sending many to the Soviet gulag system, and destroying many German cultural heritage sites (the Soviets out of spite essentially destroyed the historic city of Eisenach with its historic Wartburg Castle; today, they've only begun work to do essentially a reconstruction of that historic structure, work that may not be finished until 2025). Indeed, at the time of German reunification, GDR had large numbers of Poles, Hungarians, Czechs and Slovaks living in the country because the NKVD had so decimated the German population there.
The Werewolf operations in the American, British and French occupation zones--aka. Federal Republic of Germany--ended fairly quickly because once the Germans in these zones realizes we were rebuilding the country, not carting the industrial capacity away or destroying the German cultural heritage, the Werewolf groups pretty much ended their terrorist campaign.
