DBWI: No Industrial Revolution in Zhongguo

As we all know, the Industrial Revolution which started in 16th century Zhongguo is probably one of the great defining events of the world as Zhongguo industrialized with Zhongguo becoming the premier power in the world for over a century until industrialization spread to the West and even today, Zhongguo is one of the great powers in the world, but what if there was no Industrial Revolution in Zhongguo? Where would such an Industrial Revolution occur and why? What PODs might be neccessary, then?

OCC: Industrialization in the 12th century anywhere is kinda impossible, the Song economy was still far too underdeveloped (its market integration was on par with Elizabethan England, which is extremely good for a medieval society but far from being capable of supporting Industrial Revolution).
