DBWI no Hearst bio-pic

One of William Randolph Hearst's most brilliant ideas was to hire Orson Welles to make a movie about his life. "The Citizen" is a both a good movie and probably the main reason Hearst is viewed so favorably today compared with other media magnates. Suppose Hearst decides not to do this?
 
No Heart of Darkness, for one. Welles only did "The Citizen" for money, (and by the way, hated it, because of the extensive interference from Hearst and his corporation), and that money was used to produce "Heart of Darkness".
 
The butterflies from this could be substantial. My understanding is that Welles' highly romanticized rendition of the Panama Canal acquisition touched Americans so deeply that it was a major factor in turning public opinion against handover of the canal, OVER THREE DECADES LATER.
