DBWI no attempt to relieve Yorktown

Apparently the navy objected to Clinton's expedition to relieve Cornwallis, then trapped at Yorktown by an Anglo-French force, insisting on the need to repair and refit the ships. If the admirals had gotten their way there would have been no relief expedition or it would have left New York too late to do any good. What if the admirals had gotten their way?
 
Cornwallis is forced to defeat the seige on his own, or surrender. Defeating the seige and marching back to friendly territory will be so debilitating it would be a defeat of sorts.
