DBWI: No 23rd amendment

The 23rd amendment, which allowed the District of Columbia to vote for President as well as for Representatives in Congress, is often cited as a key factor in allowing John Lindsay to win in the election of 1968. But what if it hadn't been passed? Would Robert Kennedy or George Wallace have won? Would there still be DC home rule in 1969?

I think those extra three electoral votes would've given Kennedy the election. Wallace didn't even come close in 1968.
