DBWI new capital for Brazil

Its little known, but the constitution of the first Brazilian republic called for a new capital city to be built somewhere in the vast interior of Brazil. What would have happened if they had actually gone ahead and done that and where would be likely locations for the new capital? Would this screw Rio as badly as it at first seems?
 
A capital in the middle of the Amazon? They could've gone through with it, yes, but in the end the city would've been abandoned - Rio de Janeiro is hot enough, can you imagine what the Brazilian political class would think of living in the middle of a rainforest, miles away from the rest of civilization? And this is the late 19th century we're talking about, communications between the capital and the coastal cities would've been hard, to say the least.
