As we all know the first person to land on the moon was a russian communist in 1974. How can we get an American to land on the moon by 1969.

My attempt would be JFK getting full support in the legislative branch and getting enough funding to power through the rough years

Have the Soviets beat the US into space - they might have been able to get something into space in '57 if Kruschev had pushed for it rather than writing Korolev's ideas off as a mere stunt. That would have made it a race from the beginning: we really didn't get the notion that the USSR was pulling ahead until '70 or thereabouts, since the US program was all about building a solid near-earth capacity as a prelude to further exploration rather than flag-planting. As it was, we got there, and with a three-man rather than a one-man crew, in '76.

One problem was the Joint Chiefs of Staff (JCS) led by Curtis Le May and his constant advocacy for the "Dyna-Soar" program and his plans for orbital weapons platforms by 1972. While the "Dyna-Soar" was certainly ahead of its time in 1963, but it was terribly unstable, and needed constant maintenance. Construction of the "orbital weapons platform" (a.k.a. "Space Station Freedom") didn't begin until 1980, and it wasn't completed until 1993.
