DBWI: James Callaghan doesn't call an election on October, 1978

We all know what happened in OTL, Callaghan called an election in late 1978, therefore gaining a narrow, but decisive enough, majority. Thatcher was challegend for the leadership in 1980 and lost to William Whitelaw who then became Prime Minister in 1982.

However, I've heard that Callaghan had some doubts on whether to call an election or not. Suppose that he didn't, what would happen? Could this lead to a PM Thatcher?
 
I think that you could see Thatcher as PM, as Callaghan would deal with the "Winter of Discontent" in the same manner, seeing Britain gain a female Prime Minister.

It would be interesting to see how Thatcher would deal with the Falklands debacle. I personally think she would end up being dominated by her male colleagues, and be ousted following the surrender of the isalnds in the same manner that Callaghan was when he went to the country after the crisis.

It would be interesting to see how Thatcher matched up to Healey across the floor of the Commons.

If Callaghan had been PM he would have hung on till 1983 before the Tories routed him.
Im not sure he would have had the balls to re-take the Falklands either.
