DBWI: If Germany conquered France in 1940, who would collaborate in government?

In the original timeline, Germany allied with the Soviets and launched an invasion of Poland in 1939 which required no Soviet War with the West. Germany meanwhile had Britain/France/Italy declare war on them. Germany beat Poland after a ten week campaign, but had no real chance of winning the war. They launched a failed invasion of Norway after taking over Denmark in the spring, and had the Soviets shut off their resources after seeing Germany’s weakness (Stalin playing Hitler like a fool). Then Germany had an incompetent invasion of France and the Low Countries in May which bogged down. Germany actually did well in many ways, like holding off Italy, but they had no real chance against France obviously and lost. By July Hitler was killed by his own generals and the Nazi party was removed, enabling Germany to surrender.

I know it’s unlikely, but what if Germany actually won? Maybe if they got Italian neutrality even after taking Austria/Czechoslovakia/Poland, had a faster invasion of Poland, successfully invaded Norway, and kept Soviet resources coming in? Who in France would have collaborated with Germany? Is such a thing even possible given their historic animosity and WWI in particular? Let’s not get into their plans to conquer other places.

Who would likely oversee France in the interim while Germany moves on to the next target?
 
Nobody. The Third Reich defeating the Forces armées françaises, that were the most prestigious military force in Europe after their victory in the Great War is nearly ASB. Saying that holding off ITALY is a signal of the military competence of the Wehrmacht is an insult to military competence everywhere. The Italians were brave, but it is was obvious that they weren´t ready for War: Even the Post-Great Purge Red Army or the U.S. Army before the Pacific War could have defeated them. Even the OKW considered any plan for an invasion of France in the early 1940´s to be madness, and trying to imitate Schlieffen (the idea that was finally applied by Hitler) wasnt any better. If for some reason the nazis where to be succesful, take over Paris and control/bypass the Maginot Line, the French will continue fighting from Algeria (it was considered part of Metropolitan France after all) and North Africa, if the allied forces doesnt stop the germans in Southern France first. However, the French themselves have thought about the idea but not seriously, in a series of AH comics called Jour J. In the most polemic issue, they got the nazis winning the Battle of France and capturing the Hero of Two Wars, Marshal Phillipe Petain, forcing the old man to be their puppet. The story was about a group of french agents trying to rescue him. (It was polemic because his family and a Veterans Association sued the company behind Jour J for defamation of the figure of Marshal Petain. Apparently, not even by force the Lion of Verdun would colaborate with the dreaded boches.). If you want unlikely but real names, you could use the names of politicians that supported fascism or better relations with Germany (Ej. Pierre Étienne Flandin or Jacques Doriot) before the War, but the problem is that not even the most dovish or far-right french politician supported Hitler after his "Alliance" with the USSR. So you need to get the Third Reich to still be seen as an enemy of Communism and Stalin, not as their "ally" who did sell out to the "judeo-bolshevik conspiracy". And even then, you will need something like the fear of a Second Commune 1871-Style to get any french to collaborate with the occupation authorities.
