DBWI-Haiti a worse place to live

The nation of Haiti is a sterling example of a North American success story, going from a modest nation of former slaves to one of the most prosperous nations in the Americas.

But what if that didn't happen. How, with a POD sometime after independence, could Haiti end up much worse off than OTL?
 
(ooc, how exactly is it prosperous, and why? We need some dwbi examples)

You could start off by failing to assimilate the former Spanish speakers on the east side. A big part of what makes Haiti strong is the factories on that part, the west core (otl Haiti) doesn't have a strong nation-building tradition, just hard workers and sugar farms.
 
Well, if Napoleon had succeeded in reimposing slavery on Haïti back when, there would have been massive revolts, and he'd have had to send an army, which would have been decimated by Yellow Fever and Malaria.

Not that the slaves could have won, or anything, of course, but an oppressive military dictatorship would NOT have helped the country develop as prosperously as it did.
