It's understandable that GW Bush decided in 1993 not to run for governor of Texas. Ann Richards was still doing well in the polls; and Poppy and Barb were against the idea of his running (they wanted to concentrate their support on Jeb's campaign in Florida rather than have to worry about a long-shot race in Texas). GW Bush's wife Laura was especially vehemently opposed to the idea.
But, as we all know, it turned out that Richards was vulnerable in the Republican year of 1994. So if GW Bush had decided to run, is it possible that he would have become governor of Texas and even perhaps ultimately president of the United States the way Robert Mosbacher, Jr. https://en.wikipedia.org/wiki/Robert_Mosbacher,_Jr. did in OTL?
