now in otl, Kaiser Wilhelm III worked very closely with the Russian and Italian monarchs, and when Austria declared war on Serbia, were quickly ganged upon by the three monarchs from their secret “Caesar Pakt,” with the one saving grace being France and Turkey distracting Italy and Russia. Austria Hungary was dismantled, Austria proper being given to Germany, the Adriatic coast to Italy and Serbia, and the Slavic parts of the empire went to Russia, with Hungary being made a Romanov Kingdom, for like four years.

All that was possible because Wilhelm II, who wanted to pursue an Austrian alliance, died of health complications relating to the stress of his office and his insecurities and poor mental health. So what if the poor man survived and got his alliance
 
Well, without the Caesar pact it’s likely the war would have remained a regional issue in Serbia, and Austria- Hungary might even still be around today.
