Any reason why Turkey isn't in the EU ITTL? Sure, they were waiting for a while, but they joined back in the mid 90s when they achieved all the membership criteria.
Perhaps there was lesser Turkish emigrants in West Germany and Belgium. One has to Remember that Turkey's meeting requirements was the equivalent of wearing a gut belt at a formal ceremony: it did look alright on the moment, but at some point it had to come off.
What Turkey did was essentially cut taxes to near zero for a few years, invest in so-called "desert cathedrals" with no real economic potential, and cut some education expenditure while it was at it; and what West Germany and Belgium did was to turn a blind Eye on the sustainability of the situation. Nowadays Turkey is pretty much a black hole of funding to cover that damage, so it's no wonder Spain and France want them downgraded, and that Ötizuglu is lamenting that joining the Eurozone was a mistake.
