DBWI Edward Heath becomes PM

Edward Heath was leader of the Conservative Party in the 1960s and 1970s and pushed to "modernize" the party, but could never quite beat Wilson's Labour Party in a general election. What would a Heath government have looked like?
 
I imagine given his love of Europe he would have taken us into the EEC and been one of the main pushers for the European Federation after his premiership in 1990. After Wilson retired early in 1972 under suspicious circumstances, and Jenkin's calling an election, I think Heath may have one then. I do think however that he might have been able to pacify or stave or the Northern Irish and the unions, instead of crushing them like Prime Minister Enoch Powell did after Heath. I also imagine Heath would have ensured us to be politically closer to Europe rather than flirting with the USSR as Powell did to keep the EEC from advancing.
