A improved counterintelligence effort was nessesary when the Cold War started. On the other hand, it put a lot of power in the hands of the professional counterintelligence services, in the US FBI for example, and the power was abused a lot. So what if Senate (or maybe the Congress, I don't know) had a much larger role in the efforts? Clearly things would turn out for the better.
