Doesn't seem that implausible to me. The military and land ownership systems of that "Rome" city-state seem like they would support expansion.
And the extent of the empire is just a mix of the Carthaginian, Arverni, and Neo-Seleucid/Byzantine empires. A good conqueror could unite the three. Alexander after all, conquered the Achaemenid Empire.
Now the empire lasting more than a few decades--that's the implausible part.
