DBWI : Constantinople stays under Turkish / Ottoman Rule?

As you remember, during the 1912 Balkan War, the combined Balkan League army, mostly Bulgarian with Greek reinforcements managed to take the City of Constantinople from the Ottomans after the Battle of Lule Burgas.

Their victory turned sour for a time, however, as Russia threatened to attack Bulgaria since their occupation of Constantinople (and control of sea of Marmara) interferes with Russian plan for the Black Sea, and Greece did have a claim for Constantinople themselves.

Thankfully, The Balkan League and Russia managed to come into negotiating table and end up making Constantinople an independent International City ruled by Patriarchate of Constantinople administered by the joint council.

Well, what if, for some reasons, the Balkan League did not manage to take Constantinople? How would history evolve with Ottomans managed to hold up the city of Constantinople?
 
Well, Russia may see a weakened Ottoman Empire as much a much easier target to leverage strait access from and solidify influence in the Black Sea. You could see the Ottomans join the Entente under heavy Russian pressure, granting Russia special access to the straits. An angered Greece, persisting in their claim to Constantinople, could consequentially be forced into the German camp.

Without the Patriarchate exists as independent sovereign, where will the Romanovs run when Germany broke France and Bolshevik revolution happened in Russia?
