DBWI: Can R2P be put into practice?

OOC: Assume the Arab Spring doesn't occur, or the Arab Spring never reaches Libya.

We can all agree that the UN talks far more than it does anything. Back in 2005 they unveiled the Responsibility to Protect doctrine, meaning that other countries have the right to intervene, with military force if necessary, to protect innocent civilians. From the get-go it was clear this will be easier said than done.

Let's say that hypothetically there's a mass uprising against a long-time, megalomaniac dictator, which leads to the rebels establishing control over a significant proportion over the national territory. The dictator eventually musters enough loyal troops to march towards the rebel-held areas and openly promises bloodshed to crush the uprising.

If push comes to shove, what would it take, if anything, for outside powers to intervene to protect the rebel-held areas? And will any countries outside NATO and the predictable Scandinavian do-good countries participate in the operation?
