DBWI: Bulgaria doesn’t start the 4th Balkan War

After the conclusion of WWI (Third Balkan War) Bulgaria was crushed. They had lost territory to all of their neighbors in the Second and Third Balkans War. The Treaty of Neuilly-sur-Seine is often seen as the cause of the war, forcing them to demilitarize, pay reparations, give up land, and force population exchanges.

Bulgaria of course came under the leadership of a mad man. After bankrupting themselves militarizing, they managed to actually defeat several of their neighbors, and only lost when their invasion of Anatolia bogged down in the winter and they lost a war of attrition against multiple opponents.

How do the Balkans play out if they either don’t launch the wars or quit while they are ahead?

Well maybe Jugoslavia will still exist as the stress of the war, the early defeat by the Bulgarian-Hungarian alliance and the following brutal occupation (with the massive use of croats collaborationist) made the nation go back to normal impossible...plus Italy 'refusing' to give up the zone occupied during the collapse of the Jugoslavian Kingdom to create a buffer zone between them and the occupiers (on the bright side at least the locals had been spared the brutality of the bulgarian regime).

Indeed.

Italy was a big winner, making gains at little cost because of the conflict. They might be weaker without it.

Let's be clear now, having "Italy" consisted of not only Italian Peninsula proper and Sicily, but practically the whole Adriatic Sea Coast, Hellas, and all the way up to Constantinople, while having Libya as their Seventh coast definitely made them one of the Greatest Power in Europe. But nowadays, the "Italian Romans" hates the "Hellenic Romaioi" as Drunkard Gyro Eater while the reverse as true with Romaioi derided Italians as being Lazy Pizza Eater. And the less said about the Illyrians are the better.

It was said that if Italy didn't took control of such huge area and drain all those wealth to Italy, Illyria and Hellas would be already a Developed countries instead of today's polluted and overpopulated slums ruled by Italian overlord. Yet now it was too late for any kind of Independence without plunging said regions into deeper depression abd economic disaster...

Eh, those issues are overplayed, the stuff in greater Italy/ Roma are no more polluted than Eastern Europe's average, or even Germany, especially Weimar since for the republic to survive it had to deregulate and hyper industrialize even beyond norms in order to combat the depression. the air quality and general health of the Weimar metro are worse than Beijing.
You want those areas to be better than OTL? Keep the communists out of power in those countries, as they broke the balance between government and business, sent GDP plummeting, and then tried to attack Italy.

Or hell, make the British and French less self reliant. Stoke independence movements, threaten trade lines in the ocean. Just something where Britain has to bother with Eastern Europe. I don't know when you could do it though, as after the depression ended, Britain was once again the strongest power on earth. America still had almost 7 years before the economy returned to prewar levels, let alone the 20s. Germany was trying but internal strife limited growth til 41, and France was honestly two steps away from communist revolution until 40.
