I disagree. Talorc was very... paranoid to say the least. (I'm not starting a flame war on him). A better choice would be the great Roman general Marcus Tarquin, he was charismatic and knew how to make an insane amount of friends. If he didn't win the civil war, I could see him and his men retreating into Brittania and forging a kingdom.

sure, Talorc was a bit "off the edge", especially when it came to foreigners. but he certainly unified the country and paved the way for greater kings

at that period of time, with the Northnem invading, we Picts needed a King who could keep the foreign invaders at pay..even iff that meant impaling 4000 northmen warriors and settelers (not condoning it though)

Cunobelin would have been a great king. Smart, forward thinking and pragmatic. But like Justinian, his problem was that he was too pragmatic for his own good and didn't expand after securing his base (and taking around a third of the Island) he just stopped, fearing he would overextend himself. Change that and potentially you could divide the island between Talorc and Cunobelin. After that, a dynastic union is possible
 
And do what, exactly? Cortez had already cut of his arms and legs. Even if that ship he had stolen hadn't hit that hurricane, the Espanan king wouldn't have listened to him (superstitious bastard that he was), so Nueva Espana would still have been formed.
