There has long been, since major improvements to cold-weather gear and insulation, a small Duchy of Antarctica(OOC:in the area Chile claims). It is a constitutional monarchy and it speaks French. Unlike most French speaking countries, it is majority Protestant. What POD can be done to avoid human settlement in Antarctica?
 
Well the Huguenots fled there to escape persecution. It took them many decades, but they eventually developed a stable polity. Perhaps a more tolerant French state would butterfly this? I don't see why anywhere would go here on purpose- it was an accident that they found it, after all.

Well the colony was under British imperial protection as part of their claim to the French Kingdom during its 18-19thC occupation by Spain so perhaps butterfly that?
 
We must remember that Antartica is like Iceland, the duchy itself is barely 45 thousand people. Truthfully, the only thing needed to butterfly this away would be a less vigorous Francoreich.
 
Well the literary world would be much less interesting, since Howard Philippe and his "Tales of the Tsalal" series inspired by his homeland would be butterflied away.
