DBWI AHC wank Florida

What twentieth century events do you have to change to make Florida one of the largest states in population, say at least the third largest, behind California and Texas?

I've always been puzzled why more people don't live in Florida given its size and its access to the sea.

This is inspired by a comment in the before 1800 section.
 
OK, but Calusa is the second least populated state, and the population of Florida isn't much greater than that of Alabama. Combined, they would be a mid-sized state. I'm interested in getting more people to live on the peninsula.

Besides, I specified a twentieth century POD. Otherwise you could do things like extend Florida to the Mississippi.
Wasn't there a proposal in 1909 to do just that?
 
OOC: I spent about 15 minutes on an internet search, and came across no proposal to split Florida into two states in the 1890s or 1900. If you try searching for proposals to split Florida, you get only CURRENT proposals to split off South Florida into a state, which makes sense because now South Florida's population would justify that. That wasn't the case before the 1920s real estate boom. Nothing turns up on the Wikipedia list of state partition proposals either. So I'm starting to wonder about this one too. There is a state minimum population requirement, though it is very low and I think it was ignored to admit Nevada.
